Procurement Financial Analyst 4
The P8 Program is seeking candidates to fulfill Material Estimating and Procurement Cost Analysis positions supporting Aircraft operation and sustainment activity. Contracts supported include both U.S. Government and International. Candidates must be self-motivated and enjoy working independently. Responsibilities of this position include: Conducts complex cost/price analyses using statistical tools, market trend data and parametric models. Prepares strategies and leads price negotiations with supplier for unusual or complex proposals. Reviews Statement of Work (SOW) packages and develops pricing instructions, matrices and bid instructions for the Request for Quote/Request for Proposal (RFQ/RFP). Applies quantitative analysis in the development of supplier pricing and analytical models. Identifies statement of work and determines model coverage. Conducts financial, operational, proposal and procedural audits of supplier data and systems. Develops estimates from historical data, parametric analysis, technical requirements and diverse sources of data. Prepares complex Priced Bill of Material estimates. Analyzes material cost, schedule and performance data and develops Estimate at Complete (EAC). Ensures compliance with company policies and procedures and regulatory agency requirements.

Extensive, specialized knowledge of government, company, and local policies, procedures, and regulations (e.g., Estimating system manual, FAR, DFAR, TINA, ITAR, Procurement integrity, Export Compliance) relating to the development of cost proposals. Extensive, specialized knowledge of proposal, accounting, and rate development (common systems). Extensive, specialized knowledge of audit, fact-finding, and negotiation processes (e.g., self audit, internal audit, government audit, effective negotiation) and how they affect the proposal process.
• Supplier Information
Extensive and specialized knowledge and ability to analyze and weigh the relative impact of broad range company/supplier information such as, financial data, market position, management capabilities, etc and identify and discern most material and probable outcome.

Typical Education/Experience
Bachelor's degree and typically 10 or more years' related work experience, a Master's degree and typically 8 or more years' related work experience or an equivalent combination of education and experience.
Other Job related information
Estimating experience required, experience building material estimates and conducting price or cost analyses desired. Sustainment experience preferred. Strong analytical skills and ability to build and efficiently manipulate data required.
