Building Services has an outstanding opportunity for aManager of Program Operations. Under the administrative direction of the Director of Building Services, the Manager of Program Operations for the Recycling and Solid Waste Unit is directly responsible for staff supervision, program operations, and vendor-contracted administration of the Recycling and Solid Waste Operating Unit and is accountable for unit results. Position responsibilities include human resource management, planning, organizing, controlling, evaluating activities and functions, and directing the operational, budgetary, and personnel activities of the Recycling and Solid Waste Operating Unit. The position provides leadership and strategic thinking for the University of Washington recycling and waste management efforts so that UW is in the best position to advantage future opportunities.
Administer and manage the program and operations of Recycling and Solid Waste. Responsible for policy and program development and establishing department goals to ensure program effectiveness for recycling, waste reduction, and solid waste management.
Direct the personnel, facility, and vehicle operations of Recycling and Solid Waste, including Packer Truck, Recycling Truck, and Litter Collection staff (currently 6 FTE); Driver/Warehouse Worker (currently 1 FTE); Transportation Supervisor (currently 1 FTE); Program Coordination Administrative staff (currently 2 FTE).
Oversee annual solid waste and recycling program budgets. Develop and review operating budgets. Approve and control expenditures and staffing resources. Produce cost estimates, plan and project future program needs, and monitor and analyze actual cost of programs. Implement cost-savings and system improvements. Create, review, and interpret statistical reports.
Responsible for maintaining and improving existing recycling programs, including Fiber Recycling; Food Waste Composting; Construction and Demolition and Wood Waste Recycling; Cans and Bottles Recycling; Special Event Recycling; Husky Football Solid Waste and Recycling; Student Move-in and Move-out; Electronics & White Goods Recycling; and Fluorescent Lighting Recycling.
Administer the implementation of University of Washington education and outreach programs, including the development and distribution of waste reduction and recycling literature and implementation of education programs for students, faculty, and staff.
Create new programs, expand existing operations, and reshape existing procedures to incorporate additional opportunities for waste diversion and waste reduction.
Administer procurement duties that include preparation of equipment purchase bid proposals, development of service requirements, and program-related bid specifications; contract development and contract compliance; management of Recycling and Solid Waste vendor relationships. Contract oversight for the University of Washington Solid Waste and Recycling Contract; Fiber Contract; Electronic and White Goods Recycling Contract; Metal Recycling Contract; Fluorescent Lighting Recycling Contract; and Organics Composting Contract.
Serve as the University's external representative to local, state, and federal agencies regarding recycling and solid waste issues. Provide regular information to the campus community and the general public about recycling and solid waste management. Requirements:
* Bachelor's degree in Business Administration, Public Administration or related field plus five years increasingly responsible experience in recycling, solid waste management, waste prevention, or a related field, including experience in supervision.
* Experience working in an administrative position in government, higher education or a related setting. Experience working with complex regulations. Experience with preparing and managing budgets and recommending and managing expenditures. Demonstrated ability to develop and interpret policies and procedures.
* Demonstrated commitment to build and maintain a strong team and customer service-oriented organization. Strong supervisory and people management skills. Excellent organizational skills. Excellent oral and written communication skills.
* Ability to work independently and successfully to coordinate multiple tasks. Word processing and web research skills. Proficiency with spreadsheet, database, and web/desktop publishing programs.
* Progressive continuous experience in personnel management/supervision.
Equivalent education/experience will substitute for all minimum qualifications except when there are legal requirements, such as a license/certification/registration. Desired:
* Working knowledge of the current programs, products, services, and systems at the University of Washington.
* Experience working in the public or higher education sectors and promoting sustainable practices, including waste management and waste reduction.
Condition of Employment:
* Must have a valid Washington State Driver's License
* Able to work in a non-smoking environment
* Considerable time is spent walking in the field
