DESCRIPTION:
Under general direction, performs a variety of duties in providing quality assurance on design and construction projects; performs quality assurance audits, audit checklists, design reviews, submittal reviews, contractor design reviews, and interfaces with design and construction personnel; provides timely analysis, studies, reports, surveillances, and audits; monitors and reviews work of consultants and contractors; and performs a variety of tasks related to quality assurance on design and construction packages.
 
EXAMPLES OF DUTIES:
The following duties ARE NOT intended to serve as a comprehensive list of all duties performed by all employees in this classification, only a representative summary of the primary duties and responsibilities. Incumbent(s) may not be required to perform all duties listed and may be required to perform additional, position-specific duties.
• Performs design reviews on contract documents, specifications and construction submittals for quality assurance in support of project schedules; ensures completeness, accuracy, and compliance with Agency policies and design criteria; reviews design plans and contract documents for design errors, construction issues, conflicts, and interface coordination; writes comments and assessments of results; and signs off when comments have been addressed.
• Reviews reports, disposition inspections, test reports and quality plans and procedures for assigned area construction contractors to ensure quality compliance; and assists with review, analysis and reporting on contract design documents.
• Conducts quality assurance surveillances and audits; reviews construction manual, specification checklists and master specification submittal list; performs oversite inspections; develops checklists and reports on quality assurance (QA) audits, construction surveillances and assessments on assigned design and construction contracts; prepares quality assurance documents; and coordinates changes to construction quality plan.
• Interfaces with other Agency departments, construction contractors, design consultants and third parties to discuss quality status; reviews, analyzes, and reports on quality issues in the design, construction and operational phases of projects; and analyzes and reports on nonconforming issues and corrective actions.
• Assists in the development of operational and maintenance quality plans and procedures.
• Provides support to the Agency QA/QC Manager on matters as directed; participates on a variety of committees as assigned; attends and participates in professional group meetings; maintains awareness of new trends and developments in the fields related to area of assignment; ensures processes, policies and practices are interpreted and applied consistently and effectively; ensures accountability and compliance with all current and applicable state and federal laws, Agency policies and procedures, rules and regulations.

TYPICAL QUALIFICATIONS:
Education and Experience:
Bachelor's Degree in civil engineering, construction engineering, or closely related field with an emphasis in design and construction management and five years of experience in design and construction management which includes construction inspection, quality control design and construction, and quality assurance auditing in a construction/transit related field; OR an equivalent combination of education and experience.

Required Licenses or Certifications:
• Possession of a valid Washington State Driver's License.
• Professional Engineering Certificate.

Required Knowledge of:
• Operational characteristics, services, and activities of a quality assurance program.
• Pertinent federal, state, and local laws, codes, and regulations.
• Principles and practices of construction and construction quality management.
• Quality assurance and assessment practices and procedures and reliability requirements.
• Quality design, construction management, construction inspection, and project management principles and practices related to transportation/transit projects.
• Principles and practices used in performing quality assurance and control on design and construction projects.
• Construction inspection and engineering drawings, specifications, and standards, including CADD.
• Modern office procedures, methods, and equipment including computers and computer applications such as word processing, spreadsheets, and statistical databases.

Required Skill in:
• Utilizing personal computer software programs affecting assigned work and in compiling and preparing spreadsheets and reports.
• Establishing and maintaining effective working relationships with other division staff, management, vendors, outside agencies, community groups and the general public.
• Interpreting and administering policies and procedures sufficient to administer, discuss, resolve, and explain them to staff and other constituencies.
• Applying principles and practices of quality assurance.
• Understanding construction processes, material testing, inspection and test reports and design procedures, CADD operations and specification writing sufficient to perform quality assurance functions.
• Performing quality assurance and control on design and construction projects and perform required quality audits and field inspections.
• Reading and understanding engineering drawings, specifications, and standards.
• Preparing clear and concise engineering reports.
• Responding to inquiries and in effective oral and written communication.
• Working cooperatively with other divisions, Agency officials, and outside agencies.

SUPPLEMENTAL INFORMATION:
Physical Demands / Work Environment:
• Work is performed in a standard office environment.
• Subject to standing, walking, bending, reaching, stooping, and lifting of objects up to 25 pounds; may occasionally be exposed to dangerous machinery, extreme weather conditions, physical harm, and extreme noise when working in the field.
